John Emmanuel is a Partner in the Firm’s Insurance and Reinsurance Department with over 20 years of experience in the insurance and reinsurance industry.  John practices insurance regulatory and general corporate law.  He has served numerous overseas insurers as U.S. regulatory counsel, including in the areas of surplus lines approval and reinsurance accreditation.  John represents insurance carriers and groups, surplus lines insurers, reinsurers, captives and risk retention and risk purchasing groups on regulatory, and transactional and compliance issues, including formation, company licensing, holding company act requirements, affiliate transactions, restructurings, advertising, producer agreements and compensation, investments and rate and policy filings.  He also represents insurance agents, brokers, surplus lines brokers, reinsurance intermediaries and third party administrators with respect to compliance and licensing matters.   He has represented clients with respect to administrative matters before state insurance departments and has also assisted clients with respect to mergers and acquisitions.  John is admitted to practice in New York, Connecticut and the District of Columbia.

Zachary Lerner is a Partner in the New York office and is a member of the Insurance and Reinsurance Department. He maintains a general corporate practice with an emphasis on insurance regulatory, transactional and reinsurance matters. In particular, Zachary has represented insurance agents and brokers, insurance companies, reinsurance intermediaries, third party administrators, captives, special purpose vehicles and other related entities in connection with their needs, including, but not limited to: formation, licensing, regulatory compliance, advertising and filing matters. Zachary also works with both insurance and non-insurance entities on an array of transactional matters, including corporate filings and annual reports, mergers and acquisitions, affiliate transactions and stock and asset deals.
